Levee Responsibility - Fall 2005

In the days, and months after Katrina, the government and the Corps of Engineers have been getting a lot of attention and publicity, most of it not being positive. While I agree with the notion that the levees were what destroyed the city, not Katrina, I do not agree with the notion that it was the fault of the Corps of Engineers that the levees failed. Most people around the city are saying that it is the fault of the Corps of Engineers because they decided to build category three levees instead of category five levees. While the Corps of Engineers built the levees, it is not their fault that category three levees got built. All of the levee building that the Corps of Engineers does has to be authorized by congress; and at the time that the first levees were being built, congress kept cutting off the budget that the Corps of Engineers could use to build the levees, so in the end, the Corps of Engineers was only authorized to build category three levees.
